Junk Email Filter Not Functioning

The Junk Email filter in my Outlook 2003 is not working. Spam stays in my inbox and is not being directed to the junk email filter. This is supposed to be activated by default. How do I determine if the junk email program is installed and, if it is, how do I turn it on?

Have you configured your Spam settings with appropriate keywords which can detect a spam mail? I think you should do that first. If that doesn't help do post back...

The filtering service will never be perfect. Have you checked your Junk Mail settings? Your message rules?The spammers constantly change their tactics, they watch for techniques like ours then try to devise ways to circumvent them. The Junk mail rules is visible only if you use an Exchange mailbox. It is a constant battle, and we'll see some spam no matter what we do. Some recommendations for 'tuning' the UW junk email filter

It's not a question of missing some spam and filtering others. It's not getting any - zero. Not one spam email in months has gone to the junk email folder. It makes no difference if the filter is set to "low" or "high" - it's not seeing any spam. It is completely non-functional.
