coef multiplier ASRock 4coredual-SATA2

I have a 4coredual-SATA2, can you confirm the possibility to change the multiplier coefficient (I fear not)

I thank you for your response . In fact I can neither decrease nor the mount (I am max 12) I wanted to spend 300 * 9 by example.Impossible
