Question about AMD Dual Core Optimizer

I have a dual core Pentium D 3.00GHz, 2.99Ghz, but I am not at all satisfied with its performance. My system is running with windows 7. But the performance which i use to get when i purchased the system is not same as which i ma getting right now. I have heard about the Dual core optimizer so if you know a trick to optimize genre: multiprocessor management etc. ... do not hesitate to let me know about the same i want to improve the performance of my system any how.
