The above answers reflect the wording of Microsoft's help screen on this issue - which has some gaping "assumed user intuitive knowledge" holes in it.
To rotate a clip
1. In your document or file containing the photo or clip you want to rotate, click the image.
2. On the Picture toolbar, click the Rotate Left 90 button .
3. You can keep the clip as it is, or rotate it any way you want using the rotating handle . Position the rotating tool over the rotating handle. As you click and drag the handle, dotted lines around the clip guide you.
My comments on Microsoft's "help":
1. Are the two sets of clicks right-clicks or left-clicks? (Yes, trial and error will get one there, but its nice to be told)
2. How do you get to the picture toolbar? (I was able to figure this out, but some might not know)
3. What is the "rotating tool" and where do you find it? Similarly what is the "rotating handle" and where do you find it? (this is where I've presently stalled out - but it did bring me to this site, which is nice. )
An answer to #3 would be especially appreciated.
