I have windows xp and every time when I load up Outlook 2003 it advising me that "outlvba.dll" is not an authorized add-in.There is nothing in that folder and looking for Add-ins doesn't get me any closer.

Have you tries running the PST repair tool? In the Main Office Folder there is a SCANPST.exe file, run that and point it to your outlook.pst file and let it check and fix any errors. Not sure that has anything to do with your problem, but at least you eliminate a damaged pst file.
OUTLVBA.DLL is part of MS Office 2000 and can be found in C:\Program Files\Microsoft Office\Office\Addins\. Maybe check the versions of this file between a working system and the problem system.
Go to the Windows Registry. (Click on the Windows logo key on your keyboard and the "R" key at the same time then type in regedit.) In the Registry go to: HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Office\Outlook\Addins
Then click on the string in the right window and under value data delete the value.This worked for me.
Word of warning - you should back up your registry before making any changes.

outlvba.dll should exist at \Program Files\Microsoft Office\OFFICE11\ADDINS. Assuming the file is there, it could be corrupt. If this is the case, you can rename it to outlvba.backup and then try doing a detect and repair on Office via the add/remove applet in the control panel. This should bring in a new copy of the file.
