iOS 4.1 kills facetime on specific iPhone 4 units

I am going one through one issue with the iPhone of mine which is not working with the Face Time. I have upgraded to the new iOS 4.1 from the iOS 4.0.2 but after that i have come to know that the Face Time application is deactivated in the device of mine. I have tried to activate the same but unable to do so. My device is shipped from the UAE. Does this causing the issue because of the UAE Carriers? If so please help me with the possible solution to get rid of the issue and activate the Face Value in the iPhone of mine. Thanks in advance.
