Yes its quite simple, At the time system boots start tapping the F8 key until you hear some beeps. Then you will see a menu some thing like: - safe mode, command prompt etc. Select command prompt by entering the number and press the enter key and that's it!

Create an MS-DOS startup disk, allowing you to boot into DOS:

    1. Insert a floppy disk into your computer's floppy drive.
    2. Open My Computer, and then right-click the floppy disk drive.
    3. Click Format.
    4. Under Format options, click Create an MS-DOS startup disk check box.
    5. Click Start.

Creating an MS-DOS startup disk erases all information on the floppy disk.

To open My Computer, click Start, and then click My Computer. The MS-DOS startup disk only allows the system to boot into an MS-DOS prompt. The disk contains no additional tools.

Yes you can do it via repair disk in recover console or the another way is to edit the entries in registry, to do this start the registry editor (don't forget to back it up and don't mess with it if you're not confident) and navigate to:

    My Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon.
Once there locate the string labeled Shell...you should see the data for Shell as "Explorer.exe"...just change this to cmd.exe. To see the effects just log off and then log back on.

WARNING! Windows will not start back up until you reverse the process so make sure you're familiar with running programs from a command prompt.
