You Can try disabling in Startup entry through Start>Run>Msconfig <enter> Under 'Startup' and 'Services', look for your HP Product Assistant, and remove the checkmark. Reboot your computer. or Try setting it in services not to run (launch services.msc from a run command and disable the service) If it tries to relaunch or reinstall then remove this entry from your registry: C:\Program Files\HP\Digital Imaging\Product Assistant\bin\hprblog.exe

Re: Remove Unwanted HP product Assistant

HP Product Assistant continually displays on the computer about once every hour. If you modify the HP Product Assistant preference to disable Solution Updates, the preference is not saved, and HP Product Assistant displays again after an hour. When you try to disable Solution Updates, HP Product Assistant does not have the required permissions to set the preference in the Windows Registry. HP Product Assistant is designed to detect problems that can occur with HP products, and then offers solutions to resolve those problems. For example, HP Product Assistant can detect a paper jam and present on-screen solutions to resolve the paper jam

    Cause
The following are possible causes of HP Product Assistant repeatedly displaying on the computer:
    • The HP product that includes HP Product Assistant was installed by someone logged in as an administrator, but you are logged in as a non-administrator user. You logged in as a non-administrator user before HP Product Assistant opt-in was completed.
    • HP Product Assistant had a defect that causes the notification settings to be ignored. The update repairs this defect.
