Unable to stop a hacker accessing my laptop

There is a major security trouble I am not capable to stop it. So I am looking for some help here. I would like to take back my control of my laptop and router because somebody hacking it. The first thing I have noticed that somebody is copying/erasing/altering files afterward altering all the passwords and rights? They have also changed my router settings. I have spoke to ISP but it didn’t gonna help at all. No matter what I do they can access my system anyhow and I don’t know how to prevent them. Can anybody help me?

If the hacker is really annoying then you should contact the ISP and file a complaint against him/her if your sure about it. If the ISP can able to trace the IP address of the hacker then it would be very helpful for you to permanently block the traffic from that IP. I don’t know whether it is possible or not but seems like it could be.
