The system does not boot up and it produces strange beep codes is one of the most common non booting issues, I think this has happened when you had installed the new motherboard , so it seems the motherboard you have purchased is defective since it is not fitting one of the internal peripheral and resulting in the beep codes and not allowing your system to normally boot to windows, so what you can do is you can call the technical support of your motherboard manufacturer and get your motherboard replaced.

Yes I also believe that you had installed the motherboard and then you faced this issue, but as far as my hard ware knowledge is concerned , the issues related to the beep codes is always related with the RAM issue, it seems that the RAM chip and the system board are not pairing with each other , so I think first you can reseat the RAM and then run a test on it , if still your issue persists you can definitely contact the Gigabyte official people for further assistance and tell me what they say about this.

You had a query that your CPU will support 1066 MHz of RAM or but that is not anything to do with the RAM and the non booting issue Ram OK and your CPU is supported so that's another good thing. The first thing I would advise you try is completely clearing CMOS. If you are not convinced or confident how to do it then you can simply remove the CMOS battery and then put it back , I think this will surely resolve your issue.
