I think that there was a hotfix to solve this issue for Windows 7 or Windows Server 2008 operating system called KB2647169. You can get that from this link - http://support.microsoft.com/kb/2647169

I downloaded the Hotfix and ran it, and it came back with a message that it didn't apply to my computer. Not sure why. I'm running W7 and downloaded the Hotfix for W7.
Alright, can you click on Start and then in the Search box type "regsvr32 ole32.dll" without the quotes and then press Enter. After that restart the computer and see if that works. If still it doesnt work then try to reinstall Internet Explorer 10 browser again in your computer.
I get the attached error with regsvr32.
I did the IE10 reinstall last week and that didn't help.
I now think the Hotfix may have fixed the original error in Outlook 2003, but I'm still getting that error in IE10.
Alright, try to go to Start and then Control Panel and then Programs and features. After that keep only one version of office in your computer and uninstall any other office trials from the list. Now try to repair the office version that you have and then restart your pc. After that try to regsiter the regsvr32 ole32.dll again by following the above method and see if you get DllRegisterServer in OLE32.DLL succeeded.
I repaired Office, restarted and still get the same error.
I googled this problem and found a suggestion to change the default printer before regsvr32 ole32.dll, tried that and it didn't work.
Also read to make sure my account has administrator priviledges and it does.
Also read to do it from an "elevated command prompt". Tried that and got the attached error.
Please keep sending suggestions and I'll try them.

When I go to C:\Windows\System32\ole32.dll, right click Properties, Securities tab, edit permissions, it seems the only user with write access to ole32.dll is Trusted Installer. Even though it shows my account with adminstator after my name, I only have read access.
I can't change/edit the permissions because they are all grayed out/disabled.
No idea how to log on as Trusted Installer ...
In that case you will have to enable the Hidden Administrator in your computer and login with that admin rights. After that also try to set the UAC to "Do not bother me" when you are making any changes. To enable this hidden administrators you can follow the below links that will give you more details:
