If there are leftover file which are not deleted, it is because you deleted the program by the way not usual. (Added and removed programs) But there are programs that install files anywhere on the system in the Program queue in the registry, etc! and it is not always obvious. hence you will have to use the software like registry cleaners, but remember that these are very dangerous to the system if you are not aware what you should delete and what not to delete!

Try to remove the application from the system using an uninstaller utility like the Revo uninstaller or the windows uninstaller utility since these utilities takes a very good care of all such unwanted files. the uninstaller utility will definitely help you to get the files removed which are useless. it will also remove the registry entry of the application.

If you have removed the application either from the add/remove program utility within the control panel or you may have uninstalled the application from the uninstaller which is present inside the application folder within the c: directory . the files which are still present on your system are useless and hence you can simply delete those files without any hesitation.

You may have not removed the file from the uninstaller which is present in the directory where the Netscape may have got installed that is in the program files directory in the c drive the Netscape directory will have a uninstaller inside it use the uninstaller application to get this application removed from the system. I hope that this will fix the matter soon.

Use the registry cleaner application to delete the application which are no longer present on your system that is you have uninstalled the application from your system. It will always be good to delete these files since they are not useful. Registry clear should be used under guidance because it can even corrupt your system.
