You can do that by using AppLocker. AppLocker is present only in the Professional and Ultimate editions of Windows 7. So if you does not have that version of AppLocker then you also download that manually. It is available for free download. You can addup your programs in it and then the same will not access by others.

Here is a way by which you can activate AppLocker. For that Run it by entering the command gpedit.msc in the Search field. In the editor window of local group policy that opens, open the Computer Configuration, Windows Settings, Security Settings, Control Strategies for the application and click AppLocker. In the right pane, click the Configure command implementation rules in the category of the same name. Check the box configured in the Rules area of the executable. Restart your system.

You will have to create rules in AppLocker to stop the program access. AppLocker works on the principle of rules and exceptions to identify users who are entitled or not to launch any particular software. Also in section AppLocker editor Local Group Policy, click on the executable rules in the Overview area.

Yes that is right. You can create your own rules in the same manner. Run the tool and then click the Action menu, click Create Rule. The Wizard rule opens. Check the box Ignore this default page and click Next. Select the Deny action and click the Select button. Click the Advanced button. Then click Search. Select the name of the user you want to restrict and click OK. Repeat for all the users you want to prevent launching a particular program and click OK.

You can simply add up the folder of the game or software to crash. In selecting a parent folder, all software and games that will be contained and not allowed access to that user. Thus, in our example, we select the Microsoft Games folder. All games n it (chess, FreeCell, Mahjongg, Solitaire, etc.) will be blocked. Click OK. The next window allows you to define exceptions. Select the type of exception, a path for example and click Add. Select the folder included in the restriction does not take into account here the folder containing the game of chess, and then click OK. Click Next.
