The error is still a bug now. It is related to peer to peer connection which generate many error code among them and they are not documented. The reason behind the error is a working scanner in the background which runs by default. The scanner scans whatever is downloaded on the pc. The proper thing is to check that you are logged in as a Administrator on the pc. Then look for safety scanner tool and remove it. This can be done by changing the internet setting. Empty recycle bin and temporary files. Run the Disk Derangement tool.
