Change the Size of an Image (Scale) : GIMP is a powerful image manipulator with many options and tools. The Gimp is not a Linux specific program, it is included as the default image editing software in Ubuntu.
Open image in GIMP Image Editor > select Image from the top menu, and then Scale Image… from the drop-down list > In the main Gimp window > The image dimensions will be displayed > you can change pixel size (width or height) by using up or down arrow.
