After alot of researches i have experienced that if you have any third party player like Real Player or Quicktime then the Codec of it might be causing the problem. To check weather there is a codec problem or not go to Windows DVD Maker & check in tools>>option & in option check for codec compatibility Tab to see weather third party codec option is checked. If Not then Once Try uninstalling that player. Now try burning the DVD It will definitely work for you....!
It might be the problem with you DVD Burner Driver. I have many times seen that this kind of problem lead due to there is no firmware update done... You need to update your driver for that DVD burner...!
If your problem is not yet solved then i have linked some similar threads made on it... I think you should have a look at it... It is possible that you will find the solution for your query...!

Upgraded Vista--Unable to burn DVDs using Windows DVD Maker
i had the same trouble with windows dvd maker after a clean install.. what fixed it for me was making sure service pack 1 was installed and downloaded the lastest chipset for my pc.
It now works perfect.
