Requirement to form Austria-Hungary in Victoria 2 game

I am not able to understand that what is the alternative requirement in order to form Austria-Hungary? I know militancy/consciousness/technology ones but decision left star says: prestige beneath 80 otherwise German Empire does not survive. This really seems strange. I am saying this as that would indicate that whenever there is no Germany around then I would always be equipped to form Austria-Hungary supposing that the other requisites are completed but that is clearly not the fact.

I want to ask that if it would be possible to form the SGF and GER through Austria-Hungary within Vanilla? If yes then I hope that they don't alter that within AHD.

I think that forming the SGF as Austria(-Hungary) results you to liberate a separate South German Federation state like vassal and on that you will be able to have the max influence and that acquire every south german culture area through a Germany core and no Austria core, other than for part of Elsass-Lothringen. Germany must be formable normally.

According to me it will require to have the German Wurttemberg and then you can add Elsa if you wish to. I might be not correct as I am playing the vanilla after a long time.

I am very sure that it indicates that before Germany exists, you will need to have below 80 prestiges and there are other requirements as well but once Germany is formed then you will not have any Prestige restriction.

While Germany forms, you will be able to become austria hungary (mind you at the time it was observed like a compromise, a obsession of limitation) as they call it the austrian hungarian compromise. It is a pretty good choice if you get hungarian as a secondary accepted culture and this will indicate that you can change them into guard units.

I can understand that you would like to take game as face value but I want to tell you that there are also some of the other users who are having the similar problem. This is nothing but the localization problem.

The result needs Styria and Tyrol do not exist, but the requests are shown as "Styria EXISTS Tyrol EXISTS". Within the V2, decision needs Germany to "EXIST" but reqs. Display as "NOT EXISTS" When I saw that I took it to mean conflicting, localizations can be uncomfortable for this.

Honestly speaking that I am very much disappointed that it is not having the militancy requirement.

I think that it is allowing us to form it easily because Germany is formed for removing the disability for using Hungarian Guards. This would not be the case then Austria would have the big difficulty if Germany came knocking on its door.
