How to get low ping in CS Source

I have start Playing this Great Game (Counter strike : source ) i have a big issue in ping rates it is always up 160 to 200 , i am from India my speed is 256kb . Is there any software or any tip to decrease my ping rate ?

My Rig :
2.6 gh intel
2gb ram
320 HD
geforce 9600 gt

Your ping depends of your connection quality, and the server you're playing.
Try changing your cl_updaterate, cl_cmdrate.

Edit your config.cfg and add a line like this :

bind "F12" "screenshot"

I have the same problem. I get a ping between 99 and 200 for some reason.
I have tried shutting off all unneccessary programs and still get a high ping on CSource. Fine with everything else. Even tried setting the detail to low on everything.
I have also tried setting the rates to:
rate 20000,
cl_cmdrate 101,
cl_updaterate 101,

and also,
rate 15000,
cl_cmdrate 60,
cl_updaterate 60.

Made little or no difference
