UAC asks for permission to install programs or modify system files or other users and does not ask permission to amend to delete your files (documents folder, desktop, etc. ...).
Prompt to the Program Files folder because it's the system, so a program already installed in c: \ Program can not be changed without authorization and then the UAC Belinda also programs already in place protecting them from possible malware or anyone wants to tamper with.

- Enable or disable User Account Control
