When you want to access the control panel, a message says "Explorer.exe has generated an error" or access is simply impossible:
Restricted by administrator
This error is usually related to corruption files in the control panel (*. cpl files) or a restricted configuration of Windows.
The causes can be many:
1. Drivers Problem
The installation of drivers of certain devices (especially Nvidia graphics card) can cause this kind of inconvenience if the previous drivers has not been properly uninstalled.
To diagnose the element of the control panel causing the error, simply move all the *. cpl in the c: \ windows \ system32 in the directory of your choice (for example on the desktop) and the surrender one by one.
To remedy simply reinstall the previous driver or remove the panel element problem.
2. Problem of viruses or spyware
It may be that the malfunction was due to a malware, in which case it is necessary to scan the computer with Antivirus and Spybot and Ad-aware.
3. Configuration problem
A. Click on Start / Run and then type the following:
