I have gone through your post and I think the problem which you are facing it is because of the windows firewall. It you want to check then you can check it by going in to the windows firewall setting and after that click on the exception. Now in exception list you have to check whether safari is selected or not. you have to remove the safari application from the exception list and after that click on the ok. I think after that you will be able to open the safari browser in your laptop.

There might be something possibilities of the Trojan attack in your laptop and that is why I would like to tell you that first you have to do full system scan from the Trojan remover in your laptop. you can download the Trojan remover application from the internet and after that install it in your laptop. now after installing that in your laptop you have to scan full system and after that all the Trojans will get deleted from your laptop and your safari browser will start working normally again.

I think there might be some problem with your safari browser only and I will suggest you that first uninstall the safari from your system and after that download the safari installation file again in your system and after that delete all the temporary files from your system. Now install the safari browser again in your system from that new installation files. If that idea doesn’t work then try to fix this problem by repairing the operating system.
