Internet zoom: hover service on screen is not working properly

I am running Internet Explorer 8 / windows Vista. I am having main problem whereby anytime I hover the mouse over any element of any internet page, it zooms down to 10%. The only way I can get back is to click on the bottom right hand part of the screen at the zoom part where it states "10%" as well as when I press it goes back to 100% momentarily however while my mouse hovers anywhere on the screen the 100% number directly starts jumping down in sequence to 10%. Even if I 'custom' to 100% it still goes back to 10%. Please help.
