Mtr is an open source application that groups the functionality of the 'traceroute' and 'ping' utilities in a single utility and or you can say that you can use this application as a network diagnostic tool. This tool is only compatible with the Windows Vista and its above operating system . So it should work in your system .But if you think it is not working you can use its substitute application called as PingPlotter Freeware.

Windows MTR application examines the network connection between itself and a user specified terminal machine t. After it find out the location of every network hop between the terminals, it transmits a series of ICMP ECHO requests to each and every machine to conclude the superiority of the link to each terminal. Then it shows the current figures about each hop.

Yes I too would recommend you the same software as the name suggests it is a freeware that is you can download it free of charge from its official website . PingPlotter Freeware is meant for better performance, less overheaded traceroute software . It permits you to quickly outline the route between you and a objective of your selection. Both the WinMTR and PingPlotter are meant for similar task.

To solve this issue you will have to run as an Administrator and then try to run the application . If it still does not work you should check the compatibility of the WinMTR with the Windows 7 operating system. You can make sure and check the compatibility using the tutorial , if the compatibility does not allow you then you can opt one way which will enable you to run this tool in Windows xp, you can do this using Virtual PC with the help of a tutorial. Windows (7) Virtual PC needs processors proficient of hardware-assisted virtualization . This can be done by turning on the AMD-V in your BIOS setting , and for intel processor you can use Intel VT or VIAVT .
