Cannot launch Add License wizard in SBS 2003 SP1

I have a Dell PowerEdge 600SC Server with a single Xeon processor and 2gb ram. I am trying to install additional CALs and if I lunch the Add license wizard, then I am getting the Welcome to the Add License Wizard screen but when I click on next, the windows closes and the process terminates. I have seen in the event logs and havent found anything closely related to my problem. Can anyone please help me out?

The problem that you are facing can occur if your processor type supports Data Execution Protection and it is enabled on your server. To fix this problem, follow the below steps:
    1. First of all open Control Panel / System.
    2. After that you can click the Advanced Tab.
    3. Now, under the Performance section, click the Settings button and then click the Data Execution Tab.
    4. After that you can check the box for the Add License Wizard.
    5. Lastly, if that option is not there you can choose to.

You can also try to access these settings by right clicking on my computer and then selecting Properties. This is also an issue that is resolved by installing SBS SP1.

Thanks for the reply, I have followed your instructions successfully and it seems to me that DEP was preventing the ACTIVATION.EXE from running. I am now currently running SP1 and was going to do a reinstall but thought I would check here first. Thanks again.

    I also having License issues

I was having the same issues and did your fix and it made it worst now when I open my Client Access Licenses all I get is MMS Could not create the snap-in.

    I'm using 2003 SBS SP2...

Not sure it the SP2 is what caused the issue to be different or not...
All the fixes I'm looking at are telling me to uninstall SP2 and SP1. Then re-run the setup for SBS again, but this is my Domain Controller and didn't want to have to do anything that drastic...

PS. I have changed the DEP back to like it was also I have a sec server setup just like this one but not a DC and it works just fine... so im pretty sure it's a cruption issue. Just not able to find any information on repairing or reinstall the CAL program

There is an article describes how to use the Set Up Windows Small Business Server feature to reinstall the Microsoft Management Consoles (MMCs) in Microsoft Small Business Server (SBS) 2003. You can reinstall the consoles to verify and to update the default settings of components and to restore the functionality of the SBS consoles. Follow it here - http://support.microsoft.com/kb/829622
