You should try the ObjectBar by startdock, It allows users to create their own custom Start bars, finders, pop-up menus, program launchers, wharfs, docks, etc.

Get Finderbar - Add Mac OS X Style drop-down menus to your Windows Taskbar , it will bring the mac style finderbar options on your taskbar.
