As per my knowledge this can be the problem related to the Network which is causing Support Code 0x86000C23 error. Also this can be possible that the Windows Firewall is stopping the network connection. So it is advisable that you should try disabling the Firewall and then try to make the same. Might work for you.

It might be also possible that the connection between your computer and device is dropping continuously that is why you are unable to perform the same. So make sure that the connection is set properly and not dropping during the synchronization which you are trying to establish on your Windows Mobile.

If you are getting any error like this then it means that there might be no connection between device and computer or having connection drop between then so to get rid of the following issue it is better to troubleshoot the ActiveSync that will solve the problem related to the support code. Just follow the instruction during the Troubleshooting.

If all the above is not working for you and you are still unable to solve the same then there might be some issue is with the outlook itself which is creating the issue with the same. So if you are going through the same issue then it is better to uninstall the complete Outlook once and then reinstall the same. This might help for the issue of your.

Are you using any kind of Network Connection Managers utility? IF yes then you have to check that whether this tools is dropping the connection or not. In most of the cases it is noticed that the Windows Mobile and ActiveSync connection are interrupted by the Network Connection Managers. So remove the same and try the connection again.

Windows Mobile 5.0 and ActiveSync 4.x now utilize the Windows system TCP/IP stack for communication, the device connection will appear as a network interface and information between the PC and your device may be erroneously interrupted by VPN Clients. This may cause difficulties in connecting the device with a PC while the PC is joined on a Virtual Private Network. Check more about same here .
