I think as you have upgraded your laptop by installing the windows 7 on it which might not be having the drivers as per the windows operating system. You have installed the 64 bit or 32 bit version of windows 7 and according to it you must install the all the drivers as 32 bit version drivers does not completely supports for the 64 bit version of windows operating system. I suggest you to search for the correct driver then install it after removing an older one.

Check that have turned up the dial given on the DC ROM to the full which is works mainly when you play any sound using the cd rom. This could be the problem when you are not getting any sound from the playing cd in the cd rom. Another problem could be the drivers problem as said by the Gonzo. It might happen that the drivers of your older windows os have not removed perfectly which will be interfering with the newer drivers.

I think if you do not find Dolby Controller in your control panel you may increase the sound of your laptop by enabling the Loudness Equalization on your laptop which also helps in making your laptop's speakers to sound much louder. Open Sound from the Control panel and then have a look in Playback tab and then double click on the speakers to open Speaker Properties. Now switch to the Enhancements Tab and enable the Loudness Equalization.

Go to the start menu and open Control Panel where you have to open an Uninstall Applications. Here you should find your Dolby application which should be selected not for uninstalling which might have happened in your case. Actually you should select for the Modify then disable it. Now you should go to the Toshiba folder and in programs and tweak you can find the setting to increase the sound of your laptop's speakers. But make sure that the hardware (Speakers) of your laptop have not any kind of issues.
