Need help regarding Watercooling and ventilation

I would like to know if I can combine watercoling and ventilation, eg ZALMAN Reserator 1 V2 and double titan fan graphic card or: Swiftech H2O-220 Apex Ultima and asus triton 81.

What is better it can be cooled better: the watercoling allows for better heat dissipation especially when it heats a lot and to expel this heat requires ventilation .

Against it by some free software I speak to decrease power consumption and lower heat dissipation of the processor core or AMD when the computer does not need the power they call it idle and whenever there is a strong demand for the charge (s) are at full cpu. it used to consume less and take the life of the processor because seen what it consumes everything that is not negligible.
My core 2 duo running in idle mode at 300 MHz. but when I launch an application that requires resources it finds its cruising speed of 2.4 Ghz.

This kit is gadget! and you may lose your warranty if your card is new and good card mark have a cooling system properly calculated. It requires good ventilation (air stream) to remove the internal heat of the box. And every 3 months or more dusting internal cpu fans, video card, power supply ... vacuum shell, air brush and silk will be useful.
