Thanks for pointing unfortunately, this tool did not succeed because MSE was not listed, thus no removal was possible. But I understood enough to solve my problem:
In the event log was registered with the Msi Installer error number 1719.
Product: Microsoft Malware Protection - Error 1719th The Windows Installer Service could not be accessed. This can occur if the Windows Installer is not correctly installed. Contact your support personnel for assistance. It is displaying you this because the service MSIServer exists and has also started and no other obvious errors were identified, I have checked the registry entries to MSIServer: HKLM \ CurrentControlSet \ Services \ MSIServer A comparison with other Windows 7 64bit installation showed the difference and the shutter of the problem: WOW64 the entry as a DWORD with value 1. And in this after renaming (removing) the record was set by the MSE successful. However, I could not understand in what way was the key regsitry WOW64 generated. So I know this much and if you want then you can take the idea through this.

Facing the similar type of problem. And I just want to thanks you for your suggestion. This approach I have several times gone through, but without success. MSE is uninstalled (no entry under Software / Programs) the Program Files / Microsoft Security Essentials, however, is not empty, there are still various Mp *. dll / exe and *. dll exists Ms / exe files. In the Action Center MSE is listed as an active anti-spyware program. The Virus protection is also ensured, according to Action Center of MSE.
