At least the Windows kernel may work on the ARM and Qualcomm Snapdragon chips originate inside smartphones, probably using a hypervisor. That may not mean the complete version of Windows 8 but it would facilitate an expectations mobile version of Windows that might work on much lower spec systems than present systems. This is together superior – They were dependable for getting Windows 7 out on time and running well – and potentially extremely bad. The Sinofsky's capability is execution rather than vision and for Windows 8 that might mean a pedestrian set of developments rather than anything potentially game altering.
