Error during the installation of capicom.dll on Windows 7

I have downloaded and install the capicom.dll on Windows 7 operating system. For this installation to complete I have go in the capicom.dll directory and run the “regsvr32 capicom.dll”
The problem is here that I am getting an error message. That module capicom.dll was loaded but the call to DllRegisterServer failed with error code 0x80070005.
After that I have searched for this on Internet it give me details that this error occurs when user do not have the administrator rights while running regsvr32.exe.
But I am running on Administrator account.
Any ideas about this capicom.dll error? Please let me know.

Is there any specific reason that you needed a different version on your system? I am asking this because I am using version 2.1.0.2 on my Windows 7 operating system. It is in my windows/system32 folder.
I think you have installed some program before installing capicom.dll
Are you trying to access the govt system because if so then you do not have to anything extraordinary for that purpose.

I was following directions that contain nothing about the possibility that capicom.dll would already being installed on Windows 7 operating system. According to me this regsvr32.exe error code is because of fact that capicom.dll is already present on my computer system.
Is there any way to find out if a DLL is registered already?

For checking that registry is present or not you have to start the command prompt and you have to run as an Administrator. For that you have to answer the “User Account Control” after that you will be having the administrator right of registering the DLL

And one thing I will like to mention that "capicom" represents Cryptography Application Programming Interface, Common Object Model.

CAPICOM.dll has been removed from the and it is considered as a deprecated part. You can find information on alternatives to by means of CAPICOM. how to use the .NET Framework to apply security features for the following:
1. Certificate Store Objects
2. Digital Signature Objects
3. Enveloped Data Objects

5. Auxiliary Objects
