Windows 7 Ultimate does not utilize all the RAM

I have recently noticed a weird problem in my system. I have started using Windows 7 operating system very recently. When I made a good survey of the system, I found that Windows 7 Ultimate does not utilize all the RAM. I am not able to understand why this is happening. Because of this, some part of the resources are used and there is a great pressure on the system. I am having 4 GB RAM with Core2Duo processor, but less than 50% of the RAM is used by the system. Please help me the solutions that can be used to get rid of this situation.

I guess that Windows 7 Ultimate does not utilize all the RAM because this is a problem that is caused due to setting up the processors. I found this on searching the web. It was also mentioned there that this is also caused when the memory is set for the operating system to boot with the help of msconfig. So, doing the required settings in msconfig may hopefully solve this problem. Many of the users of Windows 7 are facing such an issue and I have not seen any perfect solution for the same.
