The issue that you are not able to unlock items form the task bar tray is due to a virus that has caused the task bar to malfunction. Your system may have been affected with an external entity that has deleted or corrupted some of the system files associated with the task bar. Run a scan check wizard with a good antivirus software tool in order to detect the threat and remove it from the system. This shall then make the task bar to respond.

This issue could be related to the type of account hat you are using. You need to create a new account under administrative policy and then login using the same. Click on the start button then go to control panel. Open the user accounts and under that click manage user accounts. Create a new account and choose the mode if the account as administrator. Click create account then reboot the system. After that login using the newly created system.

Trouble shooting the issue could also result in making the things to work appropriately. All you need to do is to insert the Windows 7 utility disc into the optical drive then let it get detected automatically. Now click on the installation wizard option. It will then ask you for upgradation. Choose the option and then it may ask you to repair the windows by fixing up the issue. Select the option and let it do the process. This shall work.

Th3e incompatibility mode of the application with the operating system any also result in such problems. You need to uninstall all the drivers associated and installed to the system. Then try to reinstall them one by one. This should help you in making the system to cope well with the application and hence allowing the task bar to respond well enough without any issue been associated.
