xp sp3 o system

recently i had loaded XP SP3 . After starting first screen ask for password under administrator which is blank. After pushing ENTER key it starts window instead of going to the second screen which ask for the user ( under which,one log in ). I had two user with guest and administrator.
Whats wrong in setting please guide me

After first screen i am not getting the second screen instead window starts
