Msapsspc.dll is a legal component of Microsoft FrontPage. And as you might know Microsoft FrontPage is a part of Microsoft Office 2007. Do not remove this file. Microsoft FrontPage this file in order to function properly. It is not a virus. But if your antivirus software detects it as a virus then that definitely belongs to some other file with similar name.

I was asking about this dll file because I am facing some serious issues with my Internet Explorer. Many a times I get a "Access denied." error message when downloading some files on IE. In Event Viewer, msapsspc.dll is found to be causing the problem. How can I fix this?

To resolve this issue uninstall Internet Explorer as follows:

    1. Click Start , point to Settings , and then click Control Panel .
    2. Double-click the Add/Remove Programs icon and uninstall Internet Explorer.
    3. After the uninstall is complete, restart the computer.
    4. Click Start , point to Settings , and then click Find Files or Folders .
    5. In the Named box, type Msnsspc.dll , and then click Find Now .
    6. In the list of found files, right-click Msnsspc.dll , click Rename , type old at the beginning of each filename, and then press ENTER.
    7. Repeat the previous two steps with each of the files listed below:
    MSAPSSPC.DLL
    MSVCRT40.DLL
    MFC40.DLL

Reinstall Internet Explorer. Now use Registry Editor to open HKEY_LOCAL_MACHINE\System\CurrentControlSet\control\SecurityProviders. Then modify the data value of the SecurityProviders value to include msapsspc.dll, msnsspc.dll. Finally exit the Registry Editor and then restart the computer.
