Need an elegant solution for automatic filecopy

Situation:
Windows environment.
There is a network and locally logged users on several desktop PC (so ip address on the network but user is not logged onto the network.

What would be the best way to have a file copied from somewhere on the network to all these desktop pc's daily (like when they boot the computer or at a certain time of day)
...and also to give the ability to the user to force this copying of the file by e.g. clicking on a desktop icon

any suggestions are welcome
