This error was addressed in Service Pack 2 update release and should have been fixed.
    >From Windows Update
    >Order WindowsXP Service Pack 2 on CD
    >Download Service Pack 2 (SP2) from Microsoft - 266mb’s

Locate the FRAMEDYN.DLL file, it may located in the C:\Windows\ServicePackFiles\i386 folder.

If found place a copy in the C:\Windows\System32 folder.

Or look for the compressed FRAMEDYN.DL_ file. This file may be located the C:\Windows\i386 folder or on the Windows install CD. I may be necessary to do a search of the drive to find this file.

Place a copy in the FRAMEDYN.DL_ file in the C:\Windows\System32 folder.

Now go to Start >> Run
and paste the following command :
    Expand %windir%\System32\FRAMEDYN.DL_ %windir%\System32\FRAMEDYN.DLL

    press Enter
This will expand the FRAMEDYN.DL_ file to FRAMEDYN.DLL within C:\Windows\System32.

Note: A copy of the FRAMEDYN.DLL file may also be found in the C:\Windows\system32\wbem folder.

If the given solution is not capable of solving missing Framedyn.dll error, then I suggest you to simply Reinstall System Restore.

Warning: Reinstalling System Restore will delete all existing restore points.

Go to Start >> Run >> type %Windir%\INF >> press enter.

In Windows Explorer, go to Tools >> Folder Options >> View Tab >> uncheck “Hide extensions for known file types”.

Find the sr.inf file >> right click on it >> select Install.
    Or
simply type or paste the following command : rundll32.exe advpack.dll,LaunchINFSection C:\Windows\Inf\sr.inf
into the Start >> Run box >> press enter.

If the Files Needed dialog box appears, click Browse and point to one of these locations:
The i386 folder on the Windows XP CD.
The i386 folder on the hard drive, if it exists.
The C:\Windows\ServicePackFiles\i386 folder if the systems has been updated to Service Pack 2.
The retail version of Windows XP (SP2) CD contains the latest version of the files needed also.
The SP2 CD, (or the SP2 file DOWNLOADED from Microsoft) click HERE.

If after reinstalling System Restore this error message is received, “System restore was unable to start due to a missing Framedyn.dll. Please reinstall the application to fix this problem.” click HERE.

When the reinstall is complete you will receive this message:

"You must restart your computer before the new settings will take effect.

Do you want to restart your computer now?"

    At this point click YES.
