Try a search for 'Windows Photo Gallery'. Search it from the start button and it launched the application. Note that there are spaces between the words. If you run them together search finds nothing.
Also you can go to Advance Search and try to find "WindowsPhotoGallery.exe" It might be moved. If you find it move it back to where it belongs or set up a new shortcut that points to where it currently is.
Go to "Administrative tools/Services/" and set the "User Profile Service" to automatic. And restart your system. Try this.

You can use graphics device interface (GDI) to display images in Windows Photo Gallery. To make Window Photo Gallery display images by using GDI, follow these steps:
- Click Start
- Type regedit in the Start Search box
- Then click regedit.exe in the Programs list
- Click the following registry subkey:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows Photo Gallery- On the Edit menu, point to New, and then click Key
- Type Viewer as the name of the new entry, and then press ENTER
- In the details pane, double-click the ForceSoftwareRender entry
- In the Value data box, type 1, and then click OK
- Exit Registry Editor, and then restart the computer
