You will need to set appdata as a system variable.
In the environment variable section, set the following system variable:
Name: appdata
Variable: c:\users\username\appdata
Where username is replaced with your name.

And now a non-technical response from a non-technical guy. I had this problem, and it seemed to originate when I renamed by administrator account (in Windows Vista) and added some additional new (non-admin) accounts.
None of the fixes listed on here helped me, and the registry all seemed to be correct, but I still could not install any new software.
The fix? ... Creating a new administrator account. Not only could I now install from the new admin account, but it somehow jogged all of the other accounts into working properly again too.
I was experiencing the same problem as everyone else here, applied the MS hotfix and used the Fix it tool+manual inspection and correction. I finally solved the problem by right clicking computer, properties, advanced settings, environment variables, and adding this entry to both system and user variables,
name:APPDATA value:%USERPROFILE%\AppData\Roaming

DethKore ~ thank you so very much for your post!! Adding the APPDATA as you described to my user and system variables tables has resolved my problem!!![]()
DethKore,
Great! It worked for me, finally!
(I tried adding registry etc but it didn't for some reason, it only worked only after adding environment variable)
Thank you DethKore. It worked perfectly. I had spent hours trying to resolved it before I came across your solution. Thanks so much.

(APPLYING ENVIRONMENT VARIABLE "APPDATA", SEE ABOVE).
YOU ARE A GOD, SIR (MA'AM?)
I SIMPLY CANNOT THANK YOU ENOUGH. I WASTED FOUR HOURS ON THIS "APPDATA" PROBLEM WITH iTUNES.
THANK YOU, THANK YOU, THANK YOU.
After trying suggestions made by two software manufacturers, which failed to load, I Google the 1606 error and found this site. Thanks to the simple old school technique posted by DethKore-- it worked for both instances mentioned above. I, OS1938 was saved many hours as a novice in this great marvel I've been using since the mid sixties, computers. Windows Vista is my OS. And I like to renew the question, 'Does anyone know what suddenly causes updates and new loading of software to fail.' Yes! I was thinking of buying a new printer, but fortunately, software updates started to occur. At age 73 you have help me to continue learning something new. Thanks for this forum....
Nihir, thank you so much. I have been trying to figure this out for over a year. Creating a new user account WORKED! Thanks so much!
