No this didn't helped me, I have looked at the safe mode and I am logged on as an administrator. Are there any other solutions to this problem ?

Try just as follows:

1. Go to Start, select All Programs
2. Windows Update Right-click on Windows Update
3. Choose To perform Administrator ...

What gives?
If this fails,

1. start, control panel, user accounts.
What's your name (in the picture)?
Example: Humberto (Administrator)
