First try to connect to your network with your working place laptop by disabling your friends laptop connection on your home network, than I think the scanning of your UDP ports, might get stop, if it does than means you have to build any other address port or let your friend build an another port for getting connected to the network, as by doing this first your both computer access to network problem get sort out and also the scanning problem might also get solved.

As per your problem, your network have been disturb of interfered by your friend laptop so as per my suggestion you can use an additional firewall for your system i.e., ZoneAlarm Firewall 2010 as this is the best inbound and outbound O/S firewall at present and comfortable or can easy to use even for a new user, it protect your system from any outer network and allow and restrict any other software which tries to enter your network. So as after installing this firewall most probably your network issue will be gone.

Have heard of VPN, is the best software available in the market for accessing your network with safety and security and it permit you to access your office laptop or computer either sitting at home or somewhere else. And after installing this software it will impossible for anyone to trouble your network ever and if you had even install the VPN client, so you can able to access your office laptop or computer from anywhere in the world.

Just install Netstat on your laptop or either on your friend, better if you install it on your friend laptop, after this get finish with his work and then run the Install Netstat software on the laptop, Netstat is the network statistics which a command tool that will allow to see the networks connection including incoming and outgoing and it will supports all Windows operating version and let you know with the traffic on your network and show all the enable UDP and TCP ports by which your computer is getting distract, and gives your with the exact network result which is creating this scanning problem and restrict that on the same time.

You can even use Cygwin/X it is a port which you install on any version of Windows system also it support all home and even professional too. And will just create a secure port for you, which will not interfere by any other system without entering yours set password, along with this it consist of numerous numbers of software application install in it and organized in a systematic way. So it will be the comes up as perfect tool if any above solution doesn’t prove to be useful for you.
