What is the meaning of HEUR/Modified.SystemFile?

I have installed Avira antivirus program on the computer of mine. during scanning the computer I have found following thing.

The file 'C:\Windows\system32\user32.DLL'
contained a virus or unwanted program 'HEUR/Modified.SystemFile' []

The file 'C:\Windows\explorer.exe'
contained a virus or unwanted program 'HEUR/Modified.SystemFile' []

The file 'C:\Users\Alex\AppData\LocalLow\Sun\Java\Deployment\cache\6.0\6\3f054e06-51c68d33'
contained a virus or unwanted program 'JAVA/Dldr.OpenS.NBG' [virus]

The file was successfully wiped!
The file was deleted!

I am unable to find out why above mentioned infections are ignored by the antivirus. Let me know if you are having speculation on this particular matter. I am waiting for the prompt replies of yours. Thanks a lot in advance.

I let you know that it is not a kind of the real protection. The file which is mentioned as HEUR/Modified.SystemFile containing the different code from the original code of the Windows System files. It means the antivirus is detecting the file which is not having the original signatures. the thing which I can recommend that you should keep the original files on the computer and you should avoid the program which you can perform the modification on the system of yours.
