There is no way through which you have control to create VM on windows 7 in domain. For the better manageability you have to use MED-V which is a part of MDOP. You can create VM using other virtualization software which is available in the market.
Searching the forums can help you to find your answers more quickly

It is 100% sure that someone can install the VP2007. If you have XP installation disk and license key then can install VP2007. It will take 50 minutes approximately to burn installing OS. You can create VM yourself. When you install the OS then computer will ask for license key, input the license key. Now you have to wait for creation of VM. Windows will take approx 9 minutes on one click

You move the VMs between ESX servers and do power off, this situation is called cold migration. Hot migration is also called VMotion. You can move the files between one datastores to another. When you will this, then ESX file will not get in problem in accessing VM files. Cold migration of VM offers this option.

You want to restrict USB flash drive to a VM it can be useful for your application for security purpose. As you know that VM is an application program that imitates hardware program. Virtualization technique is the way through which you can run different type of Operating System at a time on a computer. Virtual Machine is mediator which interface with the hardware to the computer and it can be done by VMM. VM protects against corruption and save the applications.
