i give you better solution for this because i also face this same problem, this is not big issue with your STEAM Server, this is true there is problem in your STEAM Server, this problem occurs when the Steam servers get overloaded. reason of this when we use pirate versions of Steam, for solving this you have to use original STEAM Server and may be after that your STEAM Server not overload.

use this solution it will help you to solve your problem, this server mostly use for playing online games and there lots of Blob files are automatically or buy using cookies this are store in your system and because of this you face this problem, STEAM server is use you system drive as a temp folder and they send you the cookies, and this is your ClientRegistry.blob file, located in the Steam directory (C:\Program Files\Steam\ by default), stores the location information for Steam to use in order to select the best content server. After disabling your background applications, delete the blob to reset your location by

    following these instructions:
    1. Exit from the Steam server
    2. Then Open this path folder: C:\Program Files\Valve\Steam\ or C:\Program Files\Steam\ by default
    3. And Delete the clientregistry.blob file which will you find in above Steam installation directory
    4. Restart Steam

Use following steps for solving your problem
STEAM server give you the best location server which is best for your location, STERAM server’s content server are located at all over the world. And because of this we get the better service from the STEAM server, sometime download are going slower than expected, please double check your current download region:
    1. Start Steam
    2. Go to File > Settings > Downloads tab
    3. Under Download region, select the region that you are in or that is closest to you.
    4. You may also able to select as nearest as server location from your location, using this you get better connection.

I think this is a virus problem in your computer because i also face this problem, my computer Steam server also goes slow during the downloading and for solving this problem i format my computer, after formatting my computer my STEAM Server Overloaded problem goes solve and because of this i tell you use this solution it will solve your problem. mostly viruses are infected your network system and without knowing you or user they continuously send packets form your computer and because of this from server to your computer network traffic will goes increase and i think because of this you face this problem.
