    ICS and Media Sharing conflict!

It appears there is a conflict with the 2 working on the same machine.
Here is my setup and what I have done to come to this conclusion. I will also go through the troubleshooting steps done on XP Pro since that is where I first discovered it.

    Vista Ultimate RTM

All networks private (it wouldn't turn on unless they were) ICS is setup to share Dialup connection to network via nVidia On-board network adapter.
Netgear FA120 network adapter for actual network access.

Visual setup of network (slightly stripped but equivalent)

    Vista to Router WAN (on-board)
with the Router Port 1 (Netgear)

    Finally I turned off ICS.
With ICS on the XBox 360 was unable to see the computer however now it can.

The same exact thing is happening in Vista! To verify I did the following.

Disabled ICS and disabled the adapter used for ICS (it was marked Unidentified/Public unless I did so).

Does anyone know the proper channels to go through to resolve this?

To use Internet Connection Sharing to share your Internet connection, the host computer must have one network adapter that is configured to connect to the internal network, and one network adapter or modem that is configured to connect to the Internet.

    On the host computer
On the host computer, follow these steps to share the Internet connection:

    1. Log on to the host computer as Administrator or as Owner.
    2. Click Start, and then click Control Panel.
    3. Click Network and Internet Connections.
    4. Click Network Connections.
    5. Right-click the connection that you use to connect to the Internet. For example, if you connect to the Internet by using a modem, right-click the connection that you want under Dial-up.
    6. Click Properties.
    7. Click the Advanced tab.
    8. Under Internet Connection Sharing, select the Allow other network users to connect through this computer's Internet connection check box.
    9. If you are sharing a dial-up Internet connection, select the Establish a dial-up connection whenever a computer on my network attempts to access the Internet check box if you want to permit your computer to automatically connect to the Internet.
    10. Click OK.
    11. Click Yes

and for the configuration On the client computer follow the link:

There's no way to resolve this other than force the laptop(s) to use DHCP. If there's an IP address conflict, the only way to resolve it is to turn off or change the IP address of one or the other device.

My question would be, why does the field officer's laptop use a static IP address, and specifically why that static IP address which is very commonly used by routers? Almost anywhere he or she goes and connects to a public or private network, there will be a DHCP server available that will provide a usable address to allow the laptop to use the network. Therefore, I would recommend leaving the laptops set to use DHCP all the time, which would avoid any conflicts both in and out of the office. Or at least if for some reason they need a static IP address, make it 192.168.1.1 or something similar that is less likely to conflict, and if it does it will conflict with something other than your router.

If this laptop is not in your control (i.e., it's a field officer from some other company that's doing this), then the only thing you could do would be to have a company policy (which is a good idea anyway) that no one connects any device to your network without your prior approval of the configuration of that device. That way, you can catch it before it's connected, change the TCP/IP setting to use DHCP and avoid the problem at least on your own network.
