What's the best PC Setup for 2009???

Wonder if you can help me.

I know my way around PC's, just looking for some advice on the best PC's around.

Can you suggest which of the following is the best for:

Motherboards - that can handle at least 16GB DDR2/DDR3 1600/1333 MHZ FSB
Graphics Card - to handle two monitors
Sound Card - 5.1 / 7.1
Processors - Intel

I've got about $3,000 USD$ to spend
