My Samsung SyncMaster 763MB monitor starts in blur (like ripple, but not too much) and after os boot, with in 10 min it works fine. I have on board Intel Display and updated drivers, drivers is not a problem. What may be the problem...?

This may be the problem with the CRT in your monitor. According to me you have go to the onboard menu and reset that to its default factory settings. Check whether it is under warranty or not and if it is under warranty then let it to the dealer and get it replaced.
It may be also problem with the video card on your system. If you want to check that then you can switch your monitor with some other one and see whether that gives the same result. Hope this will help you.
