Calling features via netbook poosible?

Hello. I have a query regarding the netbook features. The query is that can calls be made from netbook as we do in mobile phones. I have a netbook which has a sim card slot in it. So I think there is a possibility of making calls via netbook. But I have no ida or clue how to do it? Can you please help me out in this case. Thank you.
