Which fan for socket 939

I have an AMD Athlon 64X2 3800 + with socket 939 thus without the possibility of an upgrade.
I like the cooling system fan AMD stock and I am getting this weird noise if I start a game!
My question is that can you advise me as a fan that cools well and does not sound too much knowing that I have a max of 45 €.
In addition I sometimes see messages saying that people come to get fallout 3 as "High" with a single core 4GHz Intel 2GB ram and a 8800 Gs 320Mb, I have a theoretically more powerful processor the same amount of RAM and a HD3850 512 MB which is the same specs. I play Fallout and it runs on average around 27 fps outside.
This problem may just be because I have not formatted my computer in 3 years, should I do it now?
