In my opinion you can use your older ram modules and hard drive but I am not so sure about the same.

    RAM
If you currently have DDR2 rams, you can use it in the new PC (I think). Coz almost all new motherboards supports DDR2 slots. Confirm it before buying the motherboard that whether the slots are same as your current DDR rams. Then you can use them. If you have SD Ram then those cannot be useful in the new rig, as SD Rams are outdated now.

    Hard Drive
You can use your current hard drive if those are Sata drives. The new motherboards come with Sata cables support only. So if yours is IDE drive you cannot use it in your new rig. If it is Sata, then there is no problem in using it in the new rig.

About SMPS, I feel you should have a new branded one for your new rig. SMPS is also one of the important hardware in PC. A faulty SMPS can affect the PC badly. So going for a branded and warranted power supply is advised. In addition, you will also have more watt-powered SMPS that will be beneficial for your latest hardware.

Coolers are required if you feel like your PC will heat more and that depends on how many hours daily you are going to use your PC. If you are going for hardcore usage, get some coolers (Thermalright is nice). Otherwise, the normal inbuilt or one extra cooler is enough.
